Is the puzzle always solvable?

Yes. Shuffling is done via random valid moves starting from the solved state, so every position is guaranteed solvable.

Is the best score saved?

Yes, a separate best score (fewest moves) is saved for each difficulty level in your browser.

What's the difference between levels?

Board size: 3×3 (8 tiles), 4×4 (15 tiles, the classic version), and 5×5 (24 tiles) — the bigger the board, the harder it gets.
